NYC Rt - Effective Reproduction Number

Instagram co-founder, Kevin Systrom wrote about Rt as the "metric we need to effectively manage COVID-19."

Recently, he created a website called https://rt.live that computes it on a state level. As he shared his notebook, we use his techniques to compute it for NYC.

We use a combination of the NYT the USA Facts COVID-19 feeds. This is because the NYT feed has city level data but no borough level data, and the USA Feed does the opposite.
